Q1: Hong Kong will start full digital TV broadcast. Do I need to replace my TV set?
A1: Currently, 90% of households in Hong Kong are already equipped with digital TV sets to receive free digital TV broadcast. They do not need to replace their TV sets.

If you are still watching analogue TV, don’t worry! Full digital TV broadcast will not start until 1 December 2020, so you have about a year to get ready. You may consider:
(1) keeping your old TV set but adding a digital set-top box; or
(2) switching to a digital TV set.

Will replacing my TV set be expensive?
Currently, a basic set-top box costs as little as about $300, while those with additional functions will cost more. No monthly subscription fee is required to receive free digital TV channels using a set-top box.

All TV sets for sale in Hong Kong are digital TVs. Depending on the brand, features and screen size, a basic digital TV set starts at less than $2,000. Please visit a retailer or check online for more choices.


Q2: How do I know if my TV set can receive digital TV broadcast?
A2: If your TV set can receive any one of the following digital TV channels, you do not need any new equipment.

Q3: Do I need to subscribe to pay TV services and pay monthly fees to watch digital TV?
A3: Absolutely NOT. There is no need to pay any subscription fees to receive free digital TV channels. All you need to do is connect your existing analogue TV set to a set-top box or switch to a digital TV set.


Q4: Do I need to subscribe to broadband Internet service to watch digital TV?
A4: Currently, digital terrestrial television covers 99% of the Hong Kong population. You do not need additional broadband Internet services to receive free digital TV channels. If you can receive digital TV signals in your residence, and you are equipped with a digital TV set or a set-top box, you can receive free digital TV channels.

Q5: I want to switch to digital TV but have financial difficulty. Will the Government offer assistance?
A5: Yes. The Government has launched a Community Care Fund “Digital Television Assistance Programme”. The Assistance Programme is implemented by the Hong Kong Council of Social Service (HKCSS) and is ready for application. A household may apply for the Assistance Programme if it is still an analogue television household and is eligible for the relevant income requirements. Q6: I am sure that I own a digital TV set, but it only receives some digital channels instead of all 12 channels. Why is that?
A6: If your household receives TV signals through your building’s communal aerial broadcast distribution (CABD) system, your building’s incorporated owners and management company have to carry out certain works and adjustments on the CABD system in order to receive all 12 digital TV channels. You may check with your building’s incorporated owners and management company to see which digital TV channels you can actually receive.

Q7: What is the difference in reception of digital TV programmes between a digital set-top box and digital TV?
A7: There is basically no difference in picture quality whether you receive digital TV broadcast via a digital set-top box or a digital TV set directly.

However, please note that very old analogue TVs with cathode ray tubes (CRT) cannot display high-definition TV (HDTV) picture. A CRT TV connected to a digital TV set-top box will only display standard-defintion TV (SDTV) picture resolution. Nevertheless, regardless of whether you receive digital TV broadcast via a digital set-top box or a digital TV set directly, you will not encounter reception problems such as “snowing” and “ghosting”.

All digital TV sets available on the market can display digital TV programmes in HDTV resolution.


Q8: My analogue TV set is still working. Do I need to switch to a digital TV set in order to watch digital TV programmes?
A8: If you want to keep your existing TV set, you can receive digital TV broadcast simply by connecting it to a set-top box. You may refer to the following pictures for the required sockets and connectors required for the installation :

1) Composite Video sockets and connectors
   

2) Component Video sockets and connectors
   

3) HDMI socket and connector
   

If your existing analogue TV set is not equipped with any of the above sockets but only has an “aerial connector”, you must switch to a digital TV set in order to receive digital TV broadcast.

Q9: I have more than one analogue TV set at home. Do I need to add a set-top box to each TV set or change TV sets before I can watch digital TV?
A9: Yes.


Q10: How do I dispose of old analogue TV sets?
A10: According to the existing “Producer Responsibility Scheme on Waste Electrical and Electronic Equipment” (WPRS), upon the consumer’s request, the seller must arrange a free removal service (in accordance with the plan endorsed by the Environmental Protection Department (EPD)) to dispose of the same type of waste equipment from premises designated by the consumer.

Thus, when you buy a digital TV set, you may arrange with the seller for proper disposal of your old analogue TV at the same time.
